bootloader: allow skip image validation on C2

BOOTLOADER_SKIP_VALIDATE_IN_DEEP_SLEEP is not supported on C2 due to
no RTC memory, but BOOTLOADER_SKIP_VALIDATE_ALWAYS should still be
supported.
