Added missing BOOST_NO_USING_TEMPLATE docs and moved this since it
infects BCB4 as well and BCC5.5. Added BOOST_NO_POINTER_TO_MEMBER_CONST at the suggestion of Fabrice Truillot. [SVN r7624]
