Reenabled BOOST_NO_INCLASS_MEMBER_INITIALIZATION and added
BOOST_NO_MEMBER_TEMPLATE_KEYWORD. Both are also defined on newer versions unless BOOST_STRICT_CONFIG is defined. [SVN r15531]
