Replaced throw() with BOOST_NOEXCEPT_OR_NOTHROW

With throw(), Visual Studio 2017 emitted a warning "C26439 SPECIAL_NOEXCEPT". Reproducible at least if code analysis was set to level: "Microsoft Native Recommended Rules".
