							Clean up OpenGL plugin error handling macros. No longer bother with enabling TEXTURE_2D and TEXTURE_RECTANGLE_ARB - they don't apply when using shaders. Change a PanicAlert when looking for valid plugins into a LOG_WARN.

							added an option to copy textures from the EFB to system memory. this is slower but shouldn't cause the compatibility issues the previous method of copying them directly to a GL texture has. the new method can be tested by disabling "copy EFB to texture" in the hacks section. the new method still needs some tweaks.

							Added texture converter to convert textures between GX and GL formats using fragment programs. Currently only YUYV <-> RGB is supported, but other formats will be added in the future.
