66b41c5509 UICommon: Add AutoUpdate module + placeholder Qt implementation 
The AutoUpdate module is a generic update checker mechanism which can be
used by UI backends to trigger an auto-update check as well as the
actual update process.

Currently only configurable through .ini and the Qt implementation is
completely placeholder-y -- blocking the main thread on a network
request on startup, etc.

7bdfd862d7 Qt: register MsgAlertHandler 
This is the thing that pops up a message box when something goes wrong,
or when you want to override a previously dumped file, etc.

34cacd4944 DolphinQt2: Reword the analytics message 
"this" made sense when "Do you authorize..." was on the bottom,
but it doesn't make sense when it's at the top.

Also removing unnecessary newlines.

d0fdb9f149 DolphinQt2: replace Settings with SConfig where possible 
Changes:
- `ShowDevelopmentWarning` is now under the '[Interface]' group in
  Dolphin.ini, with other interface-related settings. So, whoever uses
  DolphinQt will have to edit that manually again. Sorry!
- Game search paths and the last file are now shared properly with
  DolphinWX
- Qt-only preferences like "Preferred View: list/table" are now
  stored using the platform's native settings storage, rather than in
  UI.ini

c1944f623b Core/Movie: Add ability to run code in Host context 
EndPlayInput runs on the CPU thread so it can't directly call
UpdateWantDeterminism. PlayController also tries to ChangeDisc
from the CPU Thread which is also invalid. It now just pauses
execution and posts a request to the Host to fix it instead.

The Core itself also did dodgy things like PauseAndLock-ing
from the CPU Thread and SetState from EmuThread which have been
removed.
