FreeRTOS KConfig: Limit tick rate to 1000Hz

>1000Hz breaks portTICK_PERIOD_MS (see gitlab 4)

A working >1000Hz tick rate is possible with some changes, but beyond a
certain point it's dimishing returns to preempt tasks this often.
