esp-ringbuf funtion placement is now controlled by its own configs:
CONFIG_RINGBUF_PLACE_FUNCTIONS_INTO_FLASH and CONFIG_RINGBUF_PLACE_ISR_FUNCTIONS_INTO_FLASH
