Michael Adam 46fae529eb ci: simplify the codegen workflow a bit 
the codegen ci workflow was previously fixed by copying the checkout dir
to the GOPATH. With the updated codegen tooling, this alignment is not a
requirement any more.

This simplifies the codegen workflow again by reverting the earlier
changes that added the copy mechanism.

This reverts commit 714f80a80a.

Michael AdamandTravis Nielsen f32d3df995 ci: fix the codegen workflow 
The codegen workflow recently sometimes failed to detect files modified
by codegen. This has been analysed in a test PR:
https://github.com/rook/rook/pull/14723

The result of the analysis is the insight that the codegen tooling did not work
as expcted because the git checkout was not located in the src/github.com
directory under the GOPATH.

This change fixes the codegen workflow by post-processing the git checkout
action by copying the git checkout directory to the expected location.

Blaine Gardner bf9e5dc1f5 ci: make use of caching in actions/setup-go 
The GH action to set up Golang (actions/setup-go) has cache
functionality. For cache hits, this saves ~2 minutes for each run. In
order for the cache to hit, caching must not be disabled, and the code
must be checked out before setting up Golang.

Restrict the GitHub token permissions only to the required ones;
this way, even if the attackers will succeed in compromising your workflow,
they won’t be able to do much.
