let's start pushing rook images to quay.io and ghcr.io as well.

currently push-build runner is having python version 3.9
and some of the dependencies are failing when trying to install
with pip upgrading to 3.13(latest) fixed the issue.

ubuntu 20.04 is going to unsupported by April 1 and there
are planned brownouts planned from March 4th. so let's
upgrade to version 22.04.

The docker.io/rook/ceph image contains vulnerabilities in the s5cmd binary.
A new version of s5cmd was released on 16th December which resolves these issues.

The ci was using a pretty old version og golangci-lint.
This updates to the latest version.
Additionally, it silences some
gosec integer conversion overflow false positves
and fixes some real errors of this category
and string format errors found by golangci-lint, while at it.

Ceph has changed the image build process to only require a
dockerfile and stop using the ceph-container repo. The
daily images are pushed to the quay.io/ceph-ci/ceph repo,
so the Rook CI will now start using those images.

the codegen ci workflow was previously fixed by copying the checkout dir
to the GOPATH. With the updated codegen tooling, this alignment is not a
requirement any more.
This simplifies the codegen workflow again by reverting the earlier
changes that added the copy mechanism.

`encryption-pvc-kms-ibm-kp` workflow replaces the name of ceph-image.
Since the dest value is always empty by mistake, this workflow
always fails.

Finish the process of deprecating holder pods by removing Rook's ability
to deploy them. The intent of this change is to make the most
superficial changes possible to accomplish this. There are still
remnants of code in Rook (particularly the CSI controller) that helped
configure or deploy holder pods. Due to the risk of breaking some
features, cleanup work of hose remnants will be deferred for future
work.

PR #14883 fixed the codegen workflow but introduced a comment
that is simply wrong.
This change rectifies this mistake by removing the comment.

The codegen workflow recently sometimes failed to detect files modified
by codegen. This has been analysed in a test PR:
https://github.com/rook/rook/pull/14723
The result of the analysis is the insight that the codegen tooling did not work
as expcted because the git checkout was not located in the src/github.com
directory under the GOPATH.
This change fixes the codegen workflow by post-processing the git checkout
action by copying the git checkout directory to the expected location.
