This commits removes controller-runtime dependencies
from the apis dir and to achieve that we are removing
webhook.

It was somewhat difficult to find an appropriate and allowed commit
prefix for changes to the k8sutil package. This changes removes this
problem by addink "k8sutil" to the list of allowed prefixes in our
commitlint configuration

Allow for doc(s) and test(s) commit prefixes to be either
singular or plural. This is always a confusing point when
adding the commit prefix, so let's just allow both.

Allow the validation tool to read test config from a yaml file. To help
users, also allow outputting a config file with default values and
comments instructing how to use the config file.
This work is in anticipation of adding more advanced configuration
options that would be too cumbersome to set using cli flags.

The rbd mirror daemon logs to two files, one for the
lodal mirror daemon and one log from the other cluster
where the mirroring is taking place. The log rotation
was only rotating one of the logs. Now we make the
log rotation more general to catch all of the rbd mirror
logs from different clusters.

The toolbox is really only used for ceph commands. The main reason
the rook image was being used in the toolbox pod was for the script
that generates the ceph.conf and updates it whenever the mons are
updated during mon failover.
Now the ceph image can be specified directly by moving the script
inline with the container definition instead of being required
in the image.
The rook image will still contain the script for backward compatibility
and for scenarios where the rook binary may still be needed

This introduces a new CRD to add the ability
to create rados namespace for a given
ceph block pool. Typically the name of the pool
is the name of the blockpool created by rook.

Remove the unspecific 'ceph' tag, and add a few other specific tags:
block (for block storage that is not pool-specific)
file (for file storage that is not mds-specific)
monitoring (for prometheus, etc.)
nfs (for CephNFS and nfs-ganesha)
object (for object storage that is not rgw-specific)

Assume common.yaml is the right source of truth, and remove major
content from helm charts that does not exist in common.yaml.

With the storage providers moved to their own repo,
we add more possible prefixes for commits to the
ceph operator, including the ceph daemons and csi
driver.

The YugabyteDB team has decided to move support of their operator
to a new repo at https://github.com/yugabyte/yugabyte-operator.
The operator in Rook is no longer needed. Further usage of
the YugabyteDB operator is recommended at the new location.

The cockroachDB operator has not had community support in Rook.
Therefore, the time has come to deprecate and remove it.
If the sources are still needed, there is always git history.
