Given that Ceph Quincy (v17) is past end of life,
remove Quincy from the supported Ceph versions,
examples, and documentation.
Supported versions now include only Reef and Squid.

With octopus coming to end of life, we remove support from
Rook for deploying Ceph Octopus and assume a min version of
Pacific v16. Any checks for octopus or earlier are removed
from the reconciles since they are obsolete.

Since Quincy is released, Ceph master builds will soon
be tagged with the reef v18 version. This adds the capability
for rook to check for the reef version of Ceph.

We can eliminate the OSD creation code for Ceph < v15.2.0 because Nautilus(v14.2.z)
is no longer supported. In other words, we can now expect that all newly-created
OSDs on PVC are raw mode.
Please note that the existing lvm mode OSDs on PVCs still be supported after this change.

References to luminous and mimic, and unnecessary references to nautilus
were found in the docs that have been cleaned up and clarified. At the same
time, the tests are updated to use more recent versions.

When there are multiple mgr daemons, the mgr sidecar owns reconciling
the services for the active mgr. However, for efficiency the sidecar
only reconciles the services if the active mgr changes. Now the operator
will also reconcile the mgr services to ensure that services are re-created
after being deleted, or otherwise in an incorrect state.

Currently we only check the Major, Minor, Extra and Build number in the ceph version to determine if all daemons should be upgraded or not. This PR also checks the commit hash for upgrading all the daemons.
This will be useful in cases where build number has not changed due to hotfix. For example:
existing ceph version - ceph version 14.2.11-139.el8cp (b8e1f91c99491fb2e5ede748a1c0738ed158d0f5) nautilus (stable)
new ceph version with hotfix - ceph version 14.2.11-139.0.hotfix.bz1959254.el8cp (5c0dc966af809fd1d429ec7bac48962a746af243) nautilus (stable)

With the Ceph Pacific release coming this week we add support
in Rook for Pacific with the Rook v1.6 release coming soon.
The integration tests will now run across nautilus, octopus,
and pacific to cover all supported Ceph versions. The default
examples still specify Octopus until there is more bake time
for Pacific.

These are a collection of unstable ceph release that are not recommended
for production. It is recommended to rollback to the previous or
upgrading to the next one if possible.

in golangci-lint.
This linter throws an error when variable is assigned and never used.
`golangci-lint run --disable-all -E ineffassign` is used detects ineffassign
errors only.

In order for deployments managed outside the immediate scope of
the ClusterController to accurately detect the Ceph version of
their images, the ClusterController must store the detected
version. This change records the Ceph version as part of the
cluster status and modifies the crashcollector deployment to
consume this field to record its own Ceph version. This replaces
an earlier solution to this problem in which the Ceph version
for a given image to version mapping was stored in a global
in-memory map by the operator.

When using the "errors" package, using `%+v` (extended format),
each Frame of the error's StackTrace will be printed in detail.
Let's only print `%v` to print the error.
If the error has a Cause it will be printed recursively.
Basically `%+v` has been replaced with `%v` for all `error` type
interfaces, whether the logger is Info, Warning or Error.

Checking for isUpgrade is irrelevant since we need to restart the
deployment because the the spec has changed, the only thing that might
change is whether or not we perform upgrade checks.

Rook now supports a build versions with a format of:
ceph version 14.2.4-64
Where -64 represents the 64th version of that package.
This is needed in order to properly detect upgrades.

We now differentiate the cases where:
* we only consume the external cluster
* we consume the external cluster as well as creating stateless
resources in Kubernetes (bootstrap mds,rgw, nfs)
This is mostly controlled via the image property spec. If not defined,
not extra CRs won't be able to be created.
Now the external cluster feature supports Ceph cluster as of Luminous 12.2.

Add various upgrade tests so that the local cluster does not fail if
an upgrade is available on the external cluster.
Also, add better upgrades handling on update and on add. We now rely as
much as possible on a unique function that works both local and external
cluster 'detectAndValidateCephVersion()'. So the code will act the same
way wether a CR update is triggered or if the operator is restarted.
The health check now reports any topology changes on the external
cluster such as odd number of mons and low number. It will also detect
if the external cluster has been upgraded and will log that information,
helping the admin in his/her decision to trigger an image upgrade.
Finally, we prevent the creation of new CRs if the external cluster
version has a higher major number than the local one.

With the 1.1 release we should not be creating bluestore OSDs
with rook's legacy partitioning scheme. All new bluestore OSDs
should be created with ceph-volume. Therefore, the miminum
version allowed is a version of mimic supporting ceph-volume.
This commit also adds consistent version checking between
the Add and Update methods for the operator handling the
CR events.

This commit makes OnAdd() and OnUpdate() consistent in behavior. They
will do their best detecting if we can upgrade, continue an upgrade or
refuse to do one. It also refuses to downgrade to any version.
It also load ClusterInfo earlier in the controller so that we can
compare the spec version versus the cluster running one.

Let's return the expected pattern so that can be consumed by
ExtractCephVersion later. We don't modify the built-in String() so we
can more easily remove that once we switch the osd to be configured from
the operator.

The basic idea here is to replace the release name in the ClusterInfo
object with the fine grained version information queried at runtime.
This patch also removes the Name field from the cluster spec, which was
also runtime determined and was redundant with ClusterInfo relase name.

Add a new package for parsing and interacting with ceph version
information. Previously ceph versions were limited to the release name,
and this patch supports ceph versions parts X.Y.Z for more fine grained
behavior.
The main structure introduced here in CephVersion which contains the
version parts. This will be used in the next patch to replace the Name
string component of the cluster CRD spec which was populated at runtime.
