This implements the "Ceph Config via Ceph Cluster CRD" design document
as a `cephConfig:` structure on the CRD.
This also fixes the `yq` commands used to manipulate the
`cluster-test.yaml` that caused CI issues for this PR and potentially
unknowingly others.

The canary test is waiting for the prometheus module,
which is now disabled by default. For the canary test,
we need to enable the prometheus module for the external
cluster test.

I see the mon_data_avail_warn is set to 500M
but acording to ceph doc this should be in percentage
And by default this percentage is 30%,
So re assigned to 10% for the CI

ceph cluster on ci mostly have health error
mon disk low on size,
so overriding the min aval capacity to 0 from 30% default so this
error can be removed

By default, we should set the priority class to one of the built-in
priority class names to ensure that pods critical to the storage
will be able to remain running when resources are low. Otherwise,
critical rook pods could be evicted and affect many other pods
that rely on the storage to continue functioning. The options have
been available in the CRs, but until now we have just not set the
defaults in the examples. Critical rook components are now set to
the priority class system-node-critical if they are generally pinned
to a node, and system-cluster-critical if they are critical to the storage.
Some pods such as the operator and crash collector do not have a
default priority class set in the examples since they don't affect
the data path.

The default replica count for test clusters should be 1.
This was causing the rgw-multisite integration test to
fail because the PGs were attempting to use the default
replication instead of the replication of 1 expected
for test clusters.

In Quincy, the device_health_metrics pool is renamed to .mgr.
In the example cluster-test.yaml, we therefore update the
example to create the pool with the new name.

The built-in pools device_health_metrics and .nfs created by ceph
need to be configured for replicas, failure domain, etc.
To support this, we allow the pool to be created as a CR.
Since K8s does not support underscores in the resource names
the operator must translate this special pool name into
the name expected by ceph.
This also sets the basis for allowing filesystem data
pools to specify the desired pool name instead of requiring
a generated name.
