Before this patch, csi detection will run whether or
not rbd and cephfs are all disabled. Run detection only
if it is necessary.

in kubernetes 1.19 it added a support to set FSGroupPolicy
in the csidriver object, same supported is added to both
CephFS and RBD. where user will have an option to set
the FSGroupPolicy for CephFS and RBD separately.

In some cases the user dont want to run snapshotter
container either for CephFS or RBD. In that case the
user wont install the required snapshot CRD's due
to that the snapshotter sidecar container produces
lot of noisy logs.
Snapshotter will be enabled by default for both
CephFS and RBD, but with this PR we are providing
an option to disable snapshotter sidecar deployment
either for CephFS or RBD.

If the kernel doesnt support mapping of
rbd image with deep-flatten feature,cephcsi
need to flatten the rbd image first and than
map the image on the node.
cephcsi first tries to add a task to flatten
the rbd image if its receives any permission
error it will try to call rbd CLI command which
is a blocking call.
This commit adds mgr caps to the csi-rbd-node user
so that cephcsi will add flatten task and return
immediate error to the kubelet, let kubelet retry
again,If we go with blocking rbd CLI call we may
end up having stale maps on the node in corner cases.

Added the support of NAD from diffrent namespaces.
they can be referrenced as <namespace>/<name-of-nad> e.g.,
default/public-nw.
Updated the multus doc to explain the same.

Support ceph cluster and CSI on multus deployed in diffrent namespace.
Previously csi was looking for multus config from the cluster deployed
in the namespace in which rook-ceph-operator/csi was deployed.
Now it will look for multus configuration from ceph clusters from all
the namespaces.

This adds the functionality to add custom pod labels to the CSI
components through the operator configuration way of env vars or config
map.

The default number of provisioner pods are 2. When there is only one node,
for example the CI environment, one of these becomes Pending state.
Although it's harmless, it's better to reduce this value to 1.

If the AllowUnsupported flag is set to true we should
not check the csi version as it will be kind of no-op
as even incase of failure we continue. if we disable
the version check in this case, the deployment will
be little faster as we dont wait for version check
to complete to start CSI pods.

To provide more context for executing commands in a ceph cluster,
the full clusterInfo is now passed to the ceph execution commands.
All information about the cluster will now be available throughout
all the areas of the operator. The namespace, ceph credentials,
mon endpoints, and other info is a core part of that cluster info.
Arguments passed through the controllers are also simplified for
mons, mgr, osds, and other daemons where the parameters had
become too complex.

The ceph config and client packages are conceptually the same.
To avoid circular dependencies in some cases, we simplify by combining
the packages into the client package.

The csi driver does not need to be started before the cluster
is created. When the csi driver fails to load, neither should
it prevent the cluster from being created. Therefore, we
initialize the basic constructs in the csi driver that are required
for cluster creation, then start the csi driver in a goroutine
so the cluster creation can continue. If the csi driver fails
or takes a long time to load, it will no longer affect cluster
creation.
