The approach to handle node restarts has been much improved since the
creation of this doc, with the new approach to drain nodes and
for the application to control the restarts with the pod disruption
budgets. We now remove this obsolete documentation and recommend
the PDBs to be configured.

The ceph tools were split across different areas of the table of contents
that was confusing. Now the Ceph tools and troubleshooting guides are all
found under the Ceph tools.

Add the `ceph-` prefix to the `disaster-recovery.md` document since it
is Ceph-specific and should be logically grouped with the rest of the
`ceph-` docs.

This is the first phase Ceph part of three phases to improve and rework
the Rook documentation for better user accessibility to the Rook
projects and with that the storage providers.
Phase two is about automatic generation of CRD documentation and phase
three is about reworking the docs themselves and, e.g., examples for
CRDs and certain use cases.
