We generate vendor directory in building process. It doesn't reduce
build time. In addition, we have encountered some vendoring-related
problems. So let's stop vendoring.

Allow the default 'docker' command to be overridden by an environment
variable in the "build/run" shell script and the supporting library
file.

AArch64 platform doesn't support the `build.all` command due to the
`hypriot/qemu-register` issue, so we disable this kind of 'cross' build
on AArch64 platform.

Ceph is now installed from deb packages instead of being built from
source. This results in larger images sizes (roughly 60MB increase
compressed) but the maintenance and build burden is reduced. Future
versions of ceph will hopefully optimize for image size.
All support for building native code in containers has been removed,
as it is no longer needed. When we add other backends we will assume
that they can be installed using apt-get too.

we now build with debug information on linux even for release builds. Debug
information is save in a separate .debug file that can be loaded by gdb.
switched to using the golangs's facilities for cgo backtraces. had to add
C++ demangling to it but its now on par with the default backtrace facility
that ceph had. This approach works with static builds and relies on the
symbol table alone -- no need for rdynamic or DWARF sections in the binary.
Update the build container so that all packages now build with debug, also
fixed zlib package which had a broken link.

we now build all the required packages for rookd from source. also
reorganized the external project a bit to support this.
Removed STATIC makefile option and replaced with LINKMODE
concurrent runs of build/run are now supported. This is mostly
to benefit jenkins scenarios. removed the need to name containers
and also refactored the rsync path.

we know use rsync to sync sources to the build container
and avoid osxfs which is painfully slow. the macOS/docker
build now is on par with linux builds
upload our containers to quay.io where they are automatically
converted to ACIs for use by rkt. Partially addresses #50
remove github-release as it was being flaky.
This commit adds support for build release artifacts and
publishing them. Currently we support binaries that are published
to github release, docker containers that go to hub.docker.com,
and rkt ACIs (which are not currently published).
