The flex driver has been fully deprecated and thus removed from Rook.
Before upgrading to v1.8, users will need to convert existing flex volumes
from flex to csi volumes.

the filesystem creation and configuration. Reversing the sequence lets
us avoid spurious FS_DOWN warnings when creating the filesystem.

When the CephCluster is configured with Multus and multiple networks are
used to deploy Ceph some commands are failing to be executed from the
Operator. These commands, in particular, `radosgw-admin` ones need access
to the "ceph public network" to talk to OSDs. Unfortunately, the
Rook-Ceph Operator does not have the network annotations and thus
doesn't have the networks available and cannot reach OSDs. So the commands end
up hanging and eventually time out.
Applying the annotations to the Operator pod is possible but will result
in restarting the operator too and this should be avoided at all costs.
Also, applying the annotations beforehand is not possible since the
Multus declaration is in the CephCluster specification. So we would have
no idea what to do.
So the current approach runs a new sidecar container in the mgr pod to
act as a proxy for "some" ceph commands, only the `radosgw-admin` ones
for multi-site setup. This is a small container with admin access
running idle waiting for commands to be executed. In a sense, it is
similar to the toolbox but we didn't want to clearly expose it, so
running as a sidecar is quite nice.
Proxying command is obviously not always recommended since we add an
extra hop in the network path. Now each request has to go from the
operator pod to the API server to the remote pod to Ceph. Previously,
the command only goes from the operator to Ceph.
It's worth noting that external mode is not impacted since no rgw pod
is configured. This scenario is flexible and allows us to scale
pretty well since any CephCluster with Multus will see its mgr sidecar
deployed and can then talk to Ceph. We are not limited.

The integration tests have long been painful to maintain with
settings in various places and copied to multiple types,
inconsistent variable names, and otherwise difficult to maintain
code. Now the settings for a test suite are all in one place and
they remain in the same settings type throughout the test.
The multi-cluster suite is also refactored to use the same install
and uninstall helpers as the other suites.

Due to #6492, preservePoolsOnDelete is not useful at all for CephFS;
after the filesystem is deleted, the leftover pools cannot be
reassocaited with a newly created filesystem without wiping all
metadata. The only way we can actually preserve data is keeping around
the entire filesystem.
This commit implements a `preserveFilesystemOnDelete` option which work
similar to the existing pool preservation option but instead keeps the
whole CephFS while taking it down and removing all MDSes.
This commit also changes all documentation to refer to this new option
with the intent of essentially deprecating `preservePoolsOnDelete`. IMO,
keeping around `preservePoolsOnDelete` is actively harmful because it
lulls users into thinking their data will be safe but, in reality,
recovering from this situation is highly complex and has large potential
for data loss.

This replaces any uses of `rbac.authorization.k8s.io/v1beta1` with
`rbac.authorization.k8s.io/v1` affecting RBAC objects like ClusterRole
and ClusterRoleBindings, etc. to make it consistent.
This is done as some RBAC objects used the `v1beta1` and others already
using `v1`.

To provide more context for executing commands in a ceph cluster,
the full clusterInfo is now passed to the ceph execution commands.
All information about the cluster will now be available throughout
all the areas of the operator. The namespace, ceph credentials,
mon endpoints, and other info is a core part of that cluster info.
Arguments passed through the controllers are also simplified for
mons, mgr, osds, and other daemons where the parameters had
become too complex.

Currently, we need to configure the Ceph external Admin keyi
in the Rook deployment to be able to connect to an external Ceph cluster.
If we wanted to run in a multi-tenant fashion
were several K8s/Rook clusters wanted to connect to the same external ceph cluster,
each K8s deployment would have the access to the External Ceph Admin key
and could potentially access or delete the Data
from pools that belong to other k8s/Rook Clusters.
Now the admin key is optional but the helper script create-external-cluster-resources.sh
will help create the necessary keys/users to connect to that cluster.

The integration tests have been mostly running on the flex driver
with only a newer test on the csi driver. With the CSI driver being
the preferred driver going forward, now the integration tests will
all be running with the CSI driver with the exception of a test
suite that is only dedicated to the flex driver.
A number of other test improvements are also made for code
readability, test stability, and removing unused options.

The integration tests were always running two MDS daemons active,
with two standby. This is now parameterized so the test can request
how many MDS daemons to run. The smoke suite will run two active
and the rest will just run a single active MDS.

The file-test pod still hangs sometimes when exiting. Instead of
trapping SIGTERM as before, use tini's `-g` option to kill the process
group. According to further reading on bash signal handling [1], Ctrl-C
sends a kill signal to the entire process group in order to kill `sleep`
commands.

During upgrade tests, Rook should verify that it can still run legacy
OSDs. This includes directory-based OSDs, filestore disk OSDs, and
bluestore disk OSDs installed without ceph-volume (i.e., before mimic
v13.2.2) can still be run after upgrade.
This necessitates running the upgrade test twice; once with filestore
and once with bluestore.

The filesystem test deletes the client test pod by deleting the entire yaml
and sometimes hangs the integration tests. This is the most common intermittent
error in the CI. Now the deletion will happen more directly with a pod delete
command. If it does still fail deletion at least the deletion should timeout
sooner.

Some integration tests fail due to resources from a previous integration
run not being cleaned up properly. Instead of using 'kubectl create' --
which fails with an error if the resource already exists -- to create
resources, use 'kubectl apply' -- which does not fail for pre-existing
resources. 'kubectl apply' will give a warning that it should be used to
apply changes to resources created with 'create' or 'apply', but there
is no error.
