Do not use the Rook binary to generate minimal config for Ceph's
NFS-Ganesha pods. Instead, `cat` the minimal file in an init container
using the Ceph container.

Add a steering committee to the Rook governance to oversee
the project and provide direction. Maintainers will still have
push access to the project. The steering committee are the ones
with the votes for conflict resolution.

The Ceph daemons no longer use the ceph.conf for settings generated
by the operator. The operator only generates the ceph.conf in order
to connect to the mons and configure the cluster. Now we reduce
to the minimal required settings.

The ceph/ceph:v14.2.7 image is released so we can pick these fixes
up as the recommended version of ceph.

When the OSD on PVC is backed by a metadata block PVC, the Ceph CRUSH
device class should be set to something else rather than the rotational
property of the drive.

The integration tests have failed intermittently due to needing just
a little longer to start the file test pod. This increases the
wait timeout.

Creating an EC pool was succeeding, but then the update to the
status was failing because of an incorrect check for changing EC
parameters. Now we correctly check if EC parameters are changing
unexpectedly.

The job to wipe devices fails the integration tests periodically.
Now the job will be retried once if it fails to retry wiping the
disks.

When the cluster is upgraded, the child controllers are notified with the
callback to the ParentClusterChanged() method. These should be made
in a separate goroutine so that the cluster controller is not blocked
on the child controllers and also so child controllers aren't blocked
on each other for the upgrade.

The integration tests have been mostly running on the flex driver
with only a newer test on the csi driver. With the CSI driver being
the preferred driver going forward, now the integration tests will
all be running with the CSI driver with the exception of a test
suite that is only dedicated to the flex driver.
A number of other test improvements are also made for code
readability, test stability, and removing unused options.

The longhaul tests have not been run for a very long time,
on the order of two years. The intention is to get them running
again, but until then it is better to purge the obsolete sources
than to attempt to keep them building. We'll need to rewrite them
when they are restored.

The `cephVersion` was missing in the PVC based Ceph Cluster example.
Otherwise the Ceph Cluster would fail to be created due to no Ceph
version being specified.

it and the size of the OSD will grow.
