grpc metrics is made option in rook
this can be disabled/enabled with ROOK_CSI_ENABLE_GRPC_METRCS
variable in operator.yaml
this will help admin who want to check the grpc metrics
of the ceph-csi plugins

earlier 8080 was used by rbd for liveness and 8081
was used by cephfs for liveness. in most of the system
8080 will be sued for some other service, this will
cause the rbd service to fail, choosing 9080 and 9081
as ports for rbd and cephfs to avoid this kind of
suitation.

Allow users to specify overrides in the CephCluster CRD. The override
ConfigMap still exists for emergency situations and is mounted into
daemon pods directly instead of being merged into a Rook-created config
file.
Rook Ceph no longer uses a config file for managing daemons with the
exception of the OSDs which still generate a config in an init
container.

pidlimit flag was added only for cephfs
and rbd provisioner earlier, this PR adds
these flags to the rbd and cephfs plugin
to configure the pidlimit to max

For the external cluster setup, we don't have monitors to deploy because
we connect to external ones. So in the common.yaml we must not require a
mon section to be defined in the cluster CR.

this patch adds two new related features. first, it removes the
requirement that all monitor deployments be pinned to nodes using node
selector. this is allowed when not using host networking and when PVC
storage is used. the second feature introduced in this patch is the
elimination of the Rook scheduler for placing monitors that continue to
use the node selector by using canary pods to that are scheduled by k8s,
after which Rook uses the scheduling results to pin the monitors to
nodes.

The last image has disabled ephemeral repositories so it's now possible
for images older than 15 days to install packages without having an
error from non-existing repositories.

Deployment behaves better when a node gets disconnected
from the rest of the cluster - new provisioner leader
is elected in ~15 seconds, while it may take up to
5 minutes for StatefulSet to start a new replica.
if kube version is 1.13.x deploy provisioner as statefulset.
if kube version is higher than 1.14+ deploy provisioner
as deployment.

This is required if you are running multiple
csi drivers, if multiple node plugins are
listening on the same socket they request
may go to any node plugin. to avoid this we
need to have a unique socket per csi driver.
It is recommended to have socket inside the
driver name folder.

We need to ignore some monitor specs for the external cluster use case
otherwise the cluster will never start.
For an external cluster, the mon count and other values don't make sense
and don't need to be set. Basically we don't fail if there are not
present.

This new yaml file is an example that will add the necessary
role/serviceAccount/bindings to a "rook-ceph-external" namespace that
will used to deploy an external cluster on.
Just inject it and then create your external cluster with:
kubectl create -f cluster-external.yaml

This script will populate the necessary configmap and secret so that the
operator can connect to the external cluster.

When configuring an external cluster the orchestration of discover and all the ceph
daemons will be skipped. The operator will still watch for the creation of
crds for this namespace. When a filesystem, object, object user, or
ganesha crd are created, the operator will simply print an error
to the log.
