when we moved to minikube github action from script based
installation, we missed adding check for different arch.
Now, with current check it should work for all arch.

into a single combined integration-test-setup-cluster-resources
workflow. This ensures that the same gha runner preparation, go version,
etc. is used for both the canary and integration tests.
