For Rook v1.19,removing support for Ceph Reef. It is at end of life.
Users on Reef can continue to use Rook v1.18.x or older.
The latest two Ceph versions Squid and Tentacle are supported.

Ceph has a new ceph auth rotate command currently
present in ceph:main
Add a new flag `--cephx-key-rotate` to rotate the
cephx keys genrated by external python script,
If we enable it, it will create a new user with suffix `.{x}`

One ore more OSDs can be down and PGs can still be active+clean (data
was rebalanced to other available OSDs). This PR sets
maxunavailable=1+downOSDs to allow one healthy to be drained.

Implements #14733. Allows to set IDs of external mons to
Cluster CRD. Rook will not remove external mons from quorum
and will add external mon addresses to mon endpoints.
Use-case for external mon is to maintain quorum for 2-AZ
k8s cluster in case of zone outage.

If there are multiple clusters, `dataDirHostPath` must be unique
for each cluster. However, it's not documented yet.
In addition, `ceph-teardown.md` was also updated because
the original document assumes that `dataDirHostPath` is
`/var/lib/rook` and the files for a cluster `rook-ceph` is
under `/var/lib/rook/rook-ceph`.

For nodes that are explicitly requested for deploying
OSDs, they will be skipped temporarily if not
schedulable or not ready. A future reconcile is
expected to schedule them. Allow the OSDs to be
scheduled even on these nodes that are temporarily
down, even if it blocks the reconcile from completing.

When generating the HTTP client used for RGW admin ops, use both system
certs as well as the user-given cert.
As a real world example, admins may use ACME to rotate Letsencrypt certs
every 2 months. For an external CephObjectStore, the cert used by Rook
and RGW may not be rotated at the same time. This can cause the Rook
operator to fail CephObjectStore reconciliation until both certs agree.
When Rook also relies on system certs in the container, Rook's
reconciliation will not have reconciliation failures because
Letsencrypt's well-known and trusted root certificates can be loaded
from the system to validate the RGW's newly-rotated cert.

Finish the process of deprecating holder pods by removing Rook's ability
to deploy them. The intent of this change is to make the most
superficial changes possible to accomplish this. There are still
remnants of code in Rook (particularly the CSI controller) that helped
configure or deploy holder pods. Due to the risk of breaking some
features, cleanup work of hose remnants will be deferred for future
work.

Normally the device class of an OSD is determined at provisioning
and is not updated thereafter. In some scenarios the admin may
want to force update the device class to a new value. The device
classes can be updated by first setting allowDeviceClassUpdate
in the storage spec of the cephcluster, then updating the
device class specified on the deviceSets or other OSDs.

In order to help users check that they have implemented the newly-added
Multus host configuration prerequisites, add a check to the validation
tool to verify connectivity.
Because users who are already running clusters with Multus enabled, add
a flag that allows users to only check for host configuration
prerequisites. This mode will not start the large number of clients that
would normally be started because those clients could disrupt a running
Rook cluster negatively.
Host checking pods require host network access. Many Kubernetes
distributions have pod security features enabled. In order to allow
non-Vanilla distros to run this tool, allow specifying a service account
that pods will run as, which can be configured by the admin to allow
test pods.
