The setting for concurrent clusters is now available in the
helm chart, instead of only as an env var on the operator
deployment. reconcileConcurrentClusters will be applied to the
env var ROOK_RECONCILE_CONCURRENT_CLUSTERS.

Users sometimes copy‑paste the entire default `values.yaml` into their own configs, which “freezes” all defaults
and prevents them from inheriting new defaults in future chart versions.
This change enhances the Helm chart documentation to emphasize that:
- Only *overridden* fields should be declared by users.
- Avoid duplicating all default values.
- Leaving fields unset allows users to benefit from upstream default updates.
These adjustments help maintain upgrade compatibility, reduce config bloat, and make it easier to adopt new defaults.

The helm charts allowed rendering a PodSecurityPolicy resource via the
configuration `pspEnable`. This option is removed and all references to
psp, PodSecurityPolicy, and Pod Security Policy have been cleaned up.
The PSP resource was only rendered if k8s version was lower than 1.25
when it was still supported. It has been deprecated since k8s 1.21.

The image repo and tag conveniently can be specified separately
so the release tag can be picked from the official chart, and
the repo can be customized in the values.yaml

Now rook supports the six most recent minor versions of helm along with
their patch updates. I. e. helm 3.13 and newer is supported.

This improves the guide for deploying ceph clusters with helm
from development builds.
The missing piece was deploying the operator chart before the cluster
chart. The operator chart is needed as it installs the CRDs

The Kubernetes CSI sidecars have had several releases that were not
included in deployments by Rook yet, update them to the versions that
are available today:
- csi-attacher:v4.8.1
- csi-provisioner:v5.2.0
- csi-resizer:v1.13.2
- csi-snapshotter:v8.2.1
This change is important, because Ceph-CSI will implement the new
Controller.GetSnapshot CSI procedure. A bug in csi-lib-utils causes a
panic when a ControllerCapability is provided, but not (yet) known to
the CSI sidecars. The updated sidecars consume a version of
csi-lib-utils with a fix for that panic.

The helm charts will now only be published when it is
an officially tagged release build.
The images will only be published to all repos for
dockerhub, quay, and ghcr when it is a tagged release.
The images will be published only to dockerhub for all
master and interim release branch builds.
Remove obsolete makefile option for images.
Ceph is the only image Rook ever expects to build.
Simplify the makefile by removing the legacy option
to select which image to build.
Also included are other small improvements to clean up
the release scripts.

Implement an allow list mechanism that disables potentially unsafe OBC
fields by default. OBC fields beyond `maxObjects` and `maxSize` don't
neatly fit into the OBC framework as it was originally envisioned and
implemented.
Some of the newly added configs could allow users to cause confusion for
themselves. Others might allow users to hijack others buckets. Some
might allow bricking the entire S3 store.
Out of an abundance of safety, allow-list the known-safe options by
default, and require administrators to enable potentially troublesome
options via the new operator-level config
`ROOK_OBC_ALLOW_ADDITIONAL_CONFIG_FIELDS`.

The version checks for the csi driver are removed now
since they are all obsolete. The K8s version and cephcsi
versions are no longer checked. Anyway, the move to the
csi operator would take ownership of version checks
needed in the future, so for now we simplify rook
deployment of the csi driver.

Finish the process of deprecating holder pods by removing Rook's ability
to deploy them. The intent of this change is to make the most
superficial changes possible to accomplish this. There are still
remnants of code in Rook (particularly the CSI controller) that helped
configure or deploy holder pods. Due to the risk of breaking some
features, cleanup work of hose remnants will be deferred for future
work.
