The failover of the arbiter mon in a stretch cluster was sometimes
failing due to the new tiebreaker not being set in ceph.
Rook would repeatedly try to remove the old tiebreaker mon
and keep failing because the new tiebreaker had not been set.
Now we make setting the tiebreaker idempotent in case the operator
restarts in the middle of the operation or some other corner
case causes the expected tiebreaker to be set. In that case,
the next reconcile will also ensure the tiebreaker mon is
set as expected.

Prior to ceph v16.2.7 the failover of the arbiter mon was
not supported. Now the new tiebreaker mon can be set during
the failover event and provide more dynamic stability to
the mon quorum if another node is available in the arbiter
zone.

The mon daemon in a stretch cluster now can have its location set
as a CLI param instead of setting it with a separate command.
This enables mon failover to set the location of a mon immediately
when it is joining quorum instead of having a delayed command
to set the location.

Creates hybrid crush rule for choosing Primary OSD for
high performing SSD devices and remaining OSD for low performance HDD devices.

The arbiter can only be configured with the stretch cluster if the
CRUSH map is balanced and there are two zones in the CRUSH map.
After the OSDs are configured, we wait for all the OSD pods to be
running and that the CRUSH map is balanced. If it takes more than
two minutes, we fail the reconcile and try again. This is only done
the first time the stretch cluster is configured. In future reconciles
we first check if the stretch cluster is already enabled before
enabling it again.

Pools in stretch clusters will all use the same crush rule that
is generated by the operator when configuring the cluster for
stretch mode, with replica 4 and two replicas per failure domain.
Pools cannot create new crush rules, so we require that replica be
4 when the pools is created, EC is not allowed, and no new
crush rule will be created.

In clusters where only two datacenters (or similar failure domains)
are available, a different mon and osd approach is needed to deal
with the network partitions or some other reason for one of the failure
domains going down. The Ceph stretched cluster makes the mons aware
of the failure domains by configuring one as the arbiter in a third
zone, while keeping two replicas of the data in each of the data
zoens.

The user creds should not be passed to the ceph helper methods
since the clusterInfo already has the needed context. Removing
a final reference that was missed in the refactor.

To provide more context for executing commands in a ceph cluster,
the full clusterInfo is now passed to the ceph execution commands.
All information about the cluster will now be available throughout
all the areas of the operator. The namespace, ceph credentials,
mon endpoints, and other info is a core part of that cluster info.
Arguments passed through the controllers are also simplified for
mons, mgr, osds, and other daemons where the parameters had
become too complex.

The operator should only connect to ceph with a single set of creds.
In a converged cluster this will be the admin creds and in an external
cluster it will be lower-privileged creds. Independent clusters were
implemented with a separate set of creds. To simplify the code these
are now merged to a single set.

Currently, we need to configure the Ceph external Admin keyi
in the Rook deployment to be able to connect to an external Ceph cluster.
If we wanted to run in a multi-tenant fashion
were several K8s/Rook clusters wanted to connect to the same external ceph cluster,
each K8s deployment would have the access to the External Ceph Admin key
and could potentially access or delete the Data
from pools that belong to other k8s/Rook Clusters.
Now the admin key is optional but the helper script create-external-cluster-resources.sh
will help create the necessary keys/users to connect to that cluster.

The ceph commands are now only written to the log in debug mode.
For commands that change the system state we now ensure that
a useful log entry is written. If all the details of the ceph
commands are needed, debug logging should still be enabled.

In Octopus, this commit
https://github.com/ceph/ceph/pull/30859/commits/c09b82a80a392ccd0da7677c7b424ce5cd3fa5d6
moved the quorum_status command to a socket call. Thus, the `ceph
quorum_status` command does not exist anymore, to use it we need to do
`ceph daemon mon.$ID quorum_status`. However, this command only works
locally so it won't work if we run it from the operator.
The `ceph mon_status` command is a general command that run from
anywhere and returns the mon map, let's use this one on the operator
code.
This is not a breaking change.

We now differentiate the cases where:
* we only consume the external cluster
* we consume the external cluster as well as creating stateless
resources in Kubernetes (bootstrap mds, rgw, nfs)
This is mostly controlled via the image property spec. If not defined,
not extra CRs won't be able to be created.
Now the external cluster feature supports Ceph cluster as of Luminous 12.2.

With this change, the admin can specify a single mon and the operator
will add any other mons to both ClusterInfo and the configmap of mon
endpoints.
It will periodically check for changes too and update both ClusterInfo
and the configmap accordingly.

The CephCluster resource will now expose the health of the ceph cluster
so admins can query the status with k8s api or kubectl instead of
needing to run the rook toolbox. The operator will query the
ceph status periodically and update the status in the custom resource.
