for ex: ioutil.Readfile change to os.Readfile

The hostpath provisioner has never been supported and neither is it
working on K8s 1.20. For the tests we will simply use static
local PVs so we can avoid the whole problem of an unsupported
hostpath provisioner.

There are several functions that are prefixed by "Is" and return
just error. It's straightfoward to return bool to make the meaning
of these functions clearer.

The command line flags parsing inside an init() method was causing
issues at runtime when trying to add certain new features, which
is a limitation of the flag parsing. We now move away from using
any command line flags in the tests and only use environment variables
to simplify adding new parameters to the tests.

K8s 1.16 requires apps/v1 instead of the old extensions/v1beta1 for the
apiVersion of the deployment. The tests were failing when testing on
K8s 1.16 without this change

Now we collect logs for all pods and all their init and main
containers during the integration tests. No longer will we be
missing logs from the integration tests as long as the pods
are available when they are collected at the end of the test.
The pod descriptions are also written to a log file instead
of being included inline with the test output.
