In our 0.9 rook deployment, the `app` label assigned to the operator is `rook-ceph-operator` which was incorrectly speficied in the documentation:

```
$ kubectl describe pod/rook-ceph-operator-765bcd58b-6rr2q | grep app=
Labels:             app=rook-ceph-operator
```

Blaine Gardner d7d9b2736a doc: clarify Ceph pool failureDomain setting 
Based on discussion in issue #2411, clarify Rook and Ceph's behavior
around allowing the user to create a cluster where data replication
cannot tolerate the cluster's failure domain safely.

It appears this reference to 'rook' was inadvertently not updated
to 'rook-ceph' when multiple backend storage system support was
added.  Both the surrounding documentation and code seem to support
the idea that this is the correct value.
