Travis Nielsen 1291885501 mon: use the assimilate mode for setall commands 
The monstore has a SetAll method for applying multiple settings
that was applying them individually. Now we use the assimilate
config option to make this more efficient.

subhamkrai 0dbfc66498 docs: update disaster recovery guide for webhook 
Since we moved to cert-manager for the webhook long time back, we
just need to disable webhook instead of backing the whole webhook.
And, after crs are restored we need to enable the webhook and all the
resources will be created itself by the operator.

Travis Nielsen df6d7af355 security: run the crash collector as ceph user 
The crash collector does not have the command line arguments
to run as ceph user id 167, so we set the security context
to run as the ceph user in the main crash collector
container.
