OSD on LV with metadata device is not supported. So we once we made
a fix to disallow this configuration. However, it's insuffucient
because we forgot to reset `matched` flag.

`rbd pool init` cmd initializes pool for rbd images.
This commit makes modification to init only
rbd application pools, since it is not required
by other pools like ".nfs",".mgr" & "mgr_devicehealth".

The rgw ip validation feature was needing to update the rgw user
cap to add info=read permission, but this permission is only backported
till ceph pacific, so we added a check that only add this cap
when ceph version support it,
But this cap was also adding with the other caps, so removed it from there
Now it will only add this cap if ceph version support it

The cluster-wide encryption feature now
supports KMIP (Key Management Interoperability Protocol)
kms.
KMIP is an extensible communication protocol that defines
message formats for the manipulation of cryptographic keys
on a key management server.

The helm chart is blocked from upgrading to newer versions of Rook
if v1.9.10 is not installed before upgrading to K8s 1.25. The
helm chart is confused by the PSPs that still exist in the installed
chart and fails to upgrade to the new chart.

The storage providers have long since been split to their own repo,
so there is no need to define the code owners for different
storage providers in this repo. The owners for cassandra and
nfs are therefore removed, and the list simplified.

The build process sometimes fails with intermittent problems. Some of them
are known problems and then we retry build process. However, there still
are unknown problems. In this case, it's hard to find the reason because
the build process exits immediately.

To make debugging easier, let's print the output of `make`. This log won't be
too long since `make` prints most messages to stderr.

findCSIChange will work only for single
line values/configration in the configmap,
If the value is multiline the regex will not
be able to indentify the change because of this
one no configurations will be applied to the
csi driver. Removing this check so that if there
is any update on the configmap we will
reconcile the csi driver.
Note:- This might looks heavy but updating of config
map is not a frequent event.
