OpenStack Magnum uses Atomic Host as its default deployment. The Atomic
docs for rook point to the openshift docs, which are a bit complex to
follow if one is not actually using OpenShift. For magnum, the path
/var/lib/kubelet/volumeplugins is the correct path, so it's easier to
just point to that directly rather than sending users to OpenShift docs.

extra_binds has to be on same level as extra_args. Currently it will interpreted as another argument resuling in kubelet being called with the non-existent argument "--extraBinds=/usr/libexec/kubernetes/kubelet-plugins/volume/exec:/usr/libexec/kubernetes/kubelet-plugins/volume/exec" leading to a crash/reboot-loop of the kubelet.

Google Kubernetes Engine uses a non-standard FlexVolume directory which
is not documented. This change updates the FlexVolume documentation to
describe how to configure FlexVolume for use on Google Kubernetes
Engine.
