subhamkrai 62a978d54f ci: allow canary test to run on custom ceph image 
Sometimes we need to run canary test on custom ceph images
to test any issue. For this we always need to create separate
PR with custom image. Now, with github action workflow_dispatch
we can use GitHub UI to pass ceph image as input for CI tests
and that image will be used to run the canary test otherwise,
it will be default value provided.

requirement and also keeps the existing values

Redouane Kachach ddd852d767 test: improving the handling of arguments within the script 
so far all the arguments were being handled as separate getopts
flags introducing a lot of boilerplate code for every new flag.
The new approach improves the arguments handling by using env
variables.

travisn 3c1b0692e4 manifest: shorten crd descriptions to 100 chars 
Long CRD descriptions were pushing the size of the CRDs manifest
over 1MB, which causes issues when creating the CRDs. To shorten
the manifest, the descriptions are now limited to 100 chars.
This still gives some ability for dev tools to show a brief
description if needed. The generated CRD docs still contain
the full descriptions for reference.

Ryotaro Banno 6def9c8e30 core: set blocking PDB even if no unhealthy PGs appear 
When `managePodBudgets` is enabled, the Rook operator sets a blocking
PDB by considering the failure domains of the OSDs. This functionality
is implemented by `reconcilePDBsForOSDs`, and it sets the PDB only after
unhealthy PGs appear. However, there are no unhealthy PGs when an OSD
with no PGs becomes down. In this case, the PDB is never enabled.

This PR makes the operator configure the blocking PDB without waiting
for the unhealthy PGs to appear. This PR solves the above problem
because the blocking PDB is always enabled when a down OSD is detected.
