CephCluster.Spec.Labels takes a key "monitoring". This is used
to inject labels into all the monitoring resources created by
the Rook operator.

CSV generation now requires versions of yq and operator-sdk that are
downloaded by the makefiles. Previously Ceph image creation used
makefile versions but `make csv-ceph` used versions present on the
system.
`sed -i 's///g' $FILE` doesn't work on Unix/Mac.
`sed -i'' -e 's///g' $FILE` is portable.

This fixes libraries that were being imported multiple times in
pkg/operator/ceph/file and its subpackages.

Previously forgot to add mergify rule to auto merge backports to
release-1.6. Backport PRs would still be created but not merged.

The integration tests pick up the manifests directly from the examples
folder, including with the release tag. In the release branch the Jenkins
build still uses the master build when building locally before tagging
it with the release tag. So the tests need to use the master tag.

Upate osd purge docs to inform users they need to stop the operator
before purging OSDs when using node-based OSDs.

If the health spec of the CephCluster CRD has a timeout set to 0 like
so:
```
healthCheck:
daemonHealth:
mon:
disabled: false
interval: 45s
timeout: 0
```
And the mon goes out of quorum then Rook will not fail over the mon.
This is interesting when doing maintenance on a monitor and we don't
want to create a new one.

With the Ceph Pacific release coming this week we add support
in Rook for Pacific with the Rook v1.6 release coming soon.
The integration tests will now run across nautilus, octopus,
and pacific to cover all supported Ceph versions. The default
examples still specify Octopus until there is more bake time
for Pacific.

The csv was not generating the rook-ceph-default service account
because the comment delimiting it had a typo.

`ceph osd purge` should remove the OSD auth, but many users have issues
where they are unable to create new OSDs after removing old ones due to
the old OSD auth still being present. Therefore, run `ceph auth del` for
the OSD after purging to fix this.

The security context constraints need to grant access to the
new default service account that is applied to the mons
previous using the built-in default service account.

The crd schema requires the ssl cert to either be set
or not be specified. Now the example comments out the
setting to avoid the error at creation.

We don't want to include those CRDs anymore, as they get imported from
another operator.
This trims further down the size of our CSV generation.
Additionally, we always clean the csv directory before proceeding.

The CSV file size cannot be bigger than 1MB so let's remove all the
description fields make it lighter.
With that change the CRDs size went from 692K to 372K so the size was
reduced by almost 50%.
