Travis Nielsen 3ca0432246 ci: osd with metadata partition device running incorrect ceph version 
The osd-with-metadata-partition-device canary test was always
running the version of ceph found in cluster-test.yaml,
instead of the intended version set for the canary tests to
run with in the ceph_images ci variable.
Thus we were seeing this test be more unstable when running
against ceph Tentacle.

subhamkrai c983fc39db ci: add github action to free disk space 
this commit adds new github action to free some disk
space. It was revert sometime back when github runner
size was increased but looks like we need to add again
as mon is complaining regarding low disk space. Integration
tests already have this adding this in canary tests.

Michael Adam 19b5efd542 ci: add upterm debugging as an alternative to tmate 
This enables interactive debugging of ci checks
with the upterm tool as an alternative to the tmate tool which does not
work entirely anymore.

addition to tmate, upterm debugging is now enabled via the debug-ci label on
PRs
