Bassam Tabbara 57f5cbeaf8 build: add new container images 
add new images that build rook and ceph and remove the need for us to statically compile in ceph.

added a new small ubuntu base image used as the root of all container images.

Refactored the cross-build container into smaller containers that can be reused more effectively and not get into ubuntu package conflicts.

extensive support for caching through docker at both the build and host level to reduce build time.

Great addition!
Few suggestions:
i. namespace used till now for operator was: rook (not rook-operator).
ii. `helm delete --purge` (note the --purge), so one can retry again later with the same name.
With regards to charts.rook.io -> why not in the https://github.com/kubernetes/charts/tree/master/incubator , so you won't need to deploy a helmet yourself?
