build: workaround for shared download dir

Fixes #535 . Copy the external packages to a private download directory
before building, and then copy them back to the shared directory.

this add support for building rook with kraken and luminous
release of ceph. A new Makefile flag CEPH_BRANCH is used to
specify the version to be built.
