With the release of k8s 1.23 we update the CI to run PRs against K8s 1.16 and K8s 1.23, the oldest and latest releases that are supported. The master branch will run against the latest v1.16, 1.18, 1.21, and 1.23. Signed-off-by: Travis Nielsen <tnielsen@redhat.com>
