travisn f3ce214822 ceph: configure additional lvm settings for rhel8 ...

RHEL8 introduces some lvm changes. For OSDs on PVs to work
we need to set allow_changes_with_duplicate_pvs = 1.
This is required since we're copying the block image
under another location.
