Santosh Pillai 47d0e98e53 osd: wipe encryted osd disk from other cluster ...

During the OSD preparation step, if the encrypted OSD disk belongs to a
different cluster, then clean the disk if `wipeDeviceFromOtherClusters`
is set to true.
