ceph: update ceph dashboard credential command
in the latest ceph releases, there are
few changes in ceph commands to access
ceph dashboard. This commit update
ceph dashboard credentials command.
Older command
```
ceph dashboard set-login-credentials <username> <password>
```
New command
```
ceph dashboard ac-user-create <username> -i <file-containing-password> administrator
```
