Bassam Tabbara d8cc9512a3 build: add packages and upgrade to go1.7.3 in build container

python is still a requirement when running ceph builds even though
we do not use it ourselves. Add liblzma and other packages needed
to use libunwind.

Also upgraded to go 1.7.3.
