Travis Nielsen 24789f4c6a ceph: update the object store service port during upgrade ...

In the v1.3 release the target port for the rgw daemons changed to 8080.
The upgrade was skipping the service update anytime the service already existed.
Now the service will be updated with every reconcile to ensure the target port
is correct.
