Travis Nielsen c13d1edf22 ceph: skip smoke suite on k8s 1.11 ...

The smoke suite relies on the csi driver for all the file and block
tests. In the release branch on k8s 1.11 we only need to run the
flex suite and can skip the smoke suite.
