Travis Nielsen fc035c7a5b docs: document expectations for releases ...

The release schedule and maintenance approach has been
left as undefined until now to give flexibility to the
maintainers to release as needed. The community is
asking for clarity around the planned release schedule
so it is time to document the procedures.
