Madhu Rajanna 3f46b437c6 ceph: remove CSI_ENABLE_SNAPSHOTTER from CSI config 
removed CSI_ENABLE_SNAPSHOTTER from the configuration
to enable or disable csi-snapshotter as snapshot
is moved to beta and enabled by default in kubernetes
