parth-gr 812a9c02b0 external: add replicated 3 pool for the rbd sc

till the csi pr get fix
https://github.com/ceph/ceph-csi/pull/4459
we can still make
use of topology by adding the replicated 3 pool
once the pr gets merged will revert this commit
