Converting the bucket quota tests to typed clients left the framework helpers and package globals they were the last consumers of unused. Remove UpdateObc, CheckOBMaxObject, GetAccessKey, and GetSecretKey from the bucket client, GetEndPointUrl from the object client, and the orphaned object-test globals.
