Travis Nielsen ab3209c140 helm: add labels and annotations to config overrides configmap ...

The default configmap does not have any labels or annotations
applied. If the helm chart is later updated to configure the
ceph config overrides, the configmap will fail to be created
by the chart since it doesn't have the needed label and helm
annotations so helm will know it can take over the resource
management.
