Travis Nielsen 55c72a3674 ci: update arm host to pick up correct self-hosted machine ...

The self-hosted arm64 machine has a new label ubuntu-20.04-arm64 to
avoid the conflict with other ubuntu-20.04 labels from
general github actions. We only want the daily arm job
to use the self-hosted runner.
