Yuval Lifshitz c99e2a37fd rgw: add HTTP CloudEvent endpoints to CephBucketNotification CR 
this add a configuration parameter that allows an RGW, from
Ceph Quincy (v17) and on, to send bucket notifications to an HTTP CloudEvents
endpoint.
Header format:
