Travis Nielsen 9da066eb3f ceph: allow pool replica min size 0 for EC pools ...

In v1.6 EC pools are being disallowed by the schema since the minimum
is set to 1 on the replicated.size. We expect the replicated.size to be
0 if an EC pool is being created.
