Travis Nielsen caa51e4cb8 ceph: detect osd deployments on pvcs in a batch ...

OSD prepare jobs only need to be run if the OSD deployments on PVCs were
not already started. For efficiency, we now query them in a batch instead
of querying them one-by-one with a label selector, which proves to be very
slow in large clusters.
