travisn dca6810fac ci: improved reliability for mirroring snapshots ...

The snapshots were not being given enough time to complete
before the test was checking whether they had been completed.
Now we check the snapshot mirror count after everything
else is confirmed to be running. Also increase several
timeouts in the tests.
